First level of education

Nursery schools focus on creative work and play, or, as they call it, learning by discovery and experimentation. All aspects of development shall be fostered and supported, and their interaction stimulated.

Structure of the education system

Everyone is equally entitled to an education, irrespective of gender, domicile, disability, financial position, religion, and cultural and social background.

The second level of schooling

In primary school the students are prepared for life and work, and therefore education opportunities must be offered that suit everyone.

Third level of education

Students who are beginning secondary-school education differ as regards preparation, interests, learning ability and maturity. The organisation of the curriculum, therefore, is based around a variety of programmes.

University education

Universities are responsible for their own activities, in so far as they are not provided for in laws, regulations and other administrative instructions.
